HANSON CONSERVATION COMMISSION
MINUTES OF MEETING, TUESDAY, APRIL 22, 2003
HANSON TOWN HALL, LIBERTY ST., HANSON, MA


Called to Order:  7:30 PM under the M.G.L. chapter 131, s.40 and the Hanson By-Law 1-13 s.5.

Members Present:        Steve Croghan, Chairman
                                Ron Grattan, Vice Chairman
                                Phil Lindquist, Member
                                Arthur Gelsi, Member
                                Amy Gardner, Member
                                

Members Absent: Deb McKeen, Member

Others Present:         Patricia Cassady, Agent
                                Mary Puleio, Interim Secretary

7:30 PM  Mr. Grattan motioned to open the NOI (Notice of Intent) Public Hearing for the Conway building, 500 Liberty St. DEP #175-390.  Mr. Lindquist seconded the motion.  All were in favor.

Mr. Carlton Garvey presented the plans.  The project is to expand the building to make it handicapped accessible.  At this point, it was noted that the green cards had not been passed in.   Mr. Croghan said that the meeting cannot continue without them.
Also, the plans need to be colored.

Mr. Lindquist motioned to continue the hearing until April 29th at 7:30.

Mr. Gelsi seconded the motion.  All in favor 5-0-0

There was a Request for an Extension to complete the Order of Conditions for 175 Liberty Street.

Mr. Grattan motion to issue a six month extension.

Mr. Gelsi seconded the motion.  All in favor 5-0-0

The minutes of April 8th, 2003 were accepted with corrections.

Ms. Cassady submitted a letter that she wrote regarding the Dunstan property, 81 Hill Street.  After an April 5th inspection, she noted debris 30’ off wetland.  There is a dumpster on the property.  The Board of Health and the DEP are also involved in the project.

Mr. Gelsi made a motion to accept the minutes of April 15, 2003 with corrections.

Mr. Grattan seconded.  All in favor

Mr. Grattan made a motion to sign Ms. Cassady’s pay voucher.

Ms. Gardner seconded.  All in favor.

Mr. Gelsi made a motion to sign orders for 50 Pearl St. DEP #175-393.

Mr. Grattan seconded.  All in favor.

Mr. Gelsi made a motion to sign an amended order for 480 E. Washington St., DEP #175-378, Map 106, Lot 9.

Mr. Grattan seconded.  All in favor.

8:30 PM  Continued NOI Hearing for off Indian Head St., DEP#175-396

Bernie Munro and John Ridder Present.  A letter was received from the Planning Board saying that they had closed the hearing on this project.  The Planning Board had one concern from the Fire Chief that he couldn’t get the fire equipment around the cul de sac changed to a cape cod berm.

Mr. Croghan said that all the Commission was waiting for was a letter from the Planning Board.

Mr. Grattan made a motion to close the hearing.

Amy Gardner seconded.  The vote was 4 for 1 with Mr. Gelsi abstaining.

Mr. Lindquist notified the Commission that he will be on vacation from April 30th to May 10th.

Order of Conditions for Ridder:

1.      Haybales will be double staked as shown on plan and they will be the limit of work.

2.      12” PVC pipe with animal grate to be placed on end.
3.      Any revision to plan, applicant will have to file a new NOI or ask for an amended order.

Mr. Grattan noted that Annmarie Lane is a mess.  The drainage goes on Lot 1.  A copy of the orders will be attached to the letter to Mr. Doolittle.

Mr. Grattan motion to adjourn the meeting.

Ms. Gardner seconded the motion.  All in favor. 5-0-0
